You can find out if your iPhone is locked by going to Settings > General > About. If "No SIM restrictions" appears next to Network Provider Lock/Carrier Lock, your iPhone is unlocked.

Please check what plan you have purchased. If you have purchased a data only plan, then it does not support traditional voice calls or SMS. However, you can make calls and send messages using data-based apps like WhatsApp and FaceTime.
Make sure that data roaming is turned on in your device settings. Also, give it a few minutes - sometimes it can take a little while to get connected to the local mobile network.
